High-Level Roundtable: Data Analytics for European Union Governments and Citizens

As the European Commission led by Ursula von der Leyen pushes deeper into its five-year work programme, the Lisbon Council convened the High-Level Roundtable on Public Data-Analytics: Delivering Essential Services in Troubling Times. Mike Bracken, senior fellow at the Lisbon Council and former chief data officer at the United Kingdom’s Cabinet Office, delivered a fascinating keynote on the coming challenge and opportunity of public data-analytics and presented seven recommendations for delivering the public service of the future. Roberto Barcellan, head of unit for data services at the directorate-general for informatics in the European Commission, discussed the European Commission’s plans and priorities in the data-for-policy field. Later, Blanca Martinez de Aragon, IT service assistant at the data services unit at the directorate-general for informatics in the European Commission; Francesco Mureddu, director at the Lisbon Council; Charlotte van Ooijen, research fellow for digital government at the Lisbon Council; David Osimo, director of research at the Lisbon Council; and Matthew Upson, data scientist and machine learning specialist at Public Digital, presented a series of case studies and reports on data governance; policy modeling and simulation; and data technologies and new architectures. The reports presented form part of the Data Analytics for Member States and Citizens, a forthcoming study that analyses cutting-edge applications of public data-analytics in Europe and beyond and looks into how to scale up data driven public services across Europe. The studies presented at the roundtable are available on the European Commission’s Join Up platform, where leading thinkers, stakeholders and informed citizens can read the latest research and contribute new ideas to the European data strategy and the emerging Data Analytics for Member States and Citizens study.
