Introduction

The website of the Lisbon Council is committed to ensuring digital accessibility for all users, including people with disabilities. The Lisbon Council strives to comply with the European accessibility act (EAA) and with the European standard EN 301 549 v3.2.1, which incorporates the web content accessibility guidelines (WCAG) 2.1 AA requirements. This accessibility statement applies to all pages and content published on the website.

 

Scope

This statement covers all digital content delivered through the website, including:

  • All public-facing webpages (desktop, tablet and mobile)
  • PDF documents and other non-HTML content published on the website
  • Multimedia components (videos, images and audio)
  • Interactive elements (forms, menus and widgets)
  • Embedded content (external documents)

 

Compliance Status

Conformance Level: The Lisbon Council is assessing the website against EN 301 549 v3.2.1 (which references WCAG 2.1 Level AA) and aims to meet all criteria.

  • Success criteria partially met: The HTML content is being tested and verification is ongoing to conform with WCAG 2.1 Level AA.
  • Known exceptions & limitations: Certain legacy PDF reports and third-party widgets do not yet fully satisfy every success criterion.

The Lisbon Council is actively working to remediate these issues and welcomes your feedback on the accessibility of our website.

 

Measures to Support Accessibility

To achieve and maintain compliance with EN 301 549 v3.2.1 and the EAA, the Lisbon Council has implemented the following measures:

Governance & Oversight

  • Accessibility Coordinator: A designated Accessibility Officer (AO) is responsible for overseeing compliance, coordinating audits and managing remediation tasks
  • Internal Policies: Accessibility requirements are included in our web‐development guidelines and procurement policies for third-party tools

Content Creation

  • Editorial Training: Content authors receive training on creating accessible text, lists, headings, and tables, writing meaningful link text and providing alt attributes.

Continuous Monitoring & Review

  • Periodic Audits: the Lisbon Council performs accessibility audits – at least yearly – combining automated tools and manual testing.
