Digital Infrastructure and Regulation: What’s Next?

As the European Commission’s white paper on digital infrastructure is being discussed in the Council of the European Union, the Lisbon Council convened the High-Level Roundtable Future-Proofing European Digital Infrastructure: Is Change in the Regulatory Framework Justified and Necessary?. The occasion also provided a unique stage for the launch of The European telecoms regulatory framework: not a good fit for the public cloudan in-depth study by Analysys Mason, the world’s leading management consultancy on telecoms, about the applicability of the European telecoms regulatory framework to cloud services. This evidence-driven study was presented at the high-level roundtable by David Abecassis, partner at Analysys Mason and co-author of the publication. Petra Fakó, counsellor for telecommunications and information society at the Permanent Representation of Hungary to the European Union, also joined the discussion to shed light on the ongoing work of the Council of the European Union regarding the European Commission’s white paper on digital infrastructure.

Leading experts had the chance to react and comment on the interplay between the European telecoms regulatory framework and cloud services and the different ways in which it impacts the broader digital ecosystem. Among others, notable participants included Aleksander Sołtysik, counsellor and digital attaché at the Permanent Representation of Poland to the European Union; Mieke de Regt, counsellor for telecommunications and information society at the Permanent Representation of Belgium to the European Union; Robert Mourik, incoming chair at BEREC and commissioner at the Commission for Communications Regulation in Ireland; and Richard Feasey, inquiry chair at the UK Competition and Markets Authority.
