During the July-December 2019 Finland Presidency of the Council of the European Union, the Lisbon Council served as special advisers to the EU Presidency, offering new research and timely advice and helping to build Digital Government Conference: Next Steps for a Human Centric Digital Government, a showcase of Europe’s most advanced digital government transformation and a policy-packed debate on next steps and the road ahead. Mike Bracken, senior fellow at the Lisbon Council and founding director of the United Kingdom’s Government Digital Service (GDS) keynoted, calling on delegates to focus on delivering better services rather than creating better policy frameworks. The Lisbon Council also produced two papers for the summit: a confidential assessment of progress on The 2017 Tallinn Declaration commitments (produced for a Government CIO breakout) and a broader paper produced with members of the Understanding Value Co-Creation in Public Services for Transforming European Public Administrations (Co-VAL) consortium, which looked at the potential of using public data for better policy.
